Should I submit SAT or ACT or both?Answered
Is one of these better to submit:
-1570 SAT (780 math and 790 ebrw)
-36 ACT (36 math/science/reading and 35 english)
Or would it help to submit both?

These are AMAZING test scores! Either would be fine. Even though the SAT score is not perfect, it would be considered perfect. I recommend submitting both.
Great job!
Out of curiosity, did you get that SAT score on a paper or digital test? I am struggling to score as well as I want to on the digital SAT.

Yes, even average SAT/ACT scores should be submitted. For a lot of test scores, bellow average scores are not particularly good to submit, however I would most definitely submit these, they are above average and very good.
