I'm trying to place this on the chance stimulator... what group/activity is this? What tier is it? How useful is this activity?

if you are in high school and 17 the best is to get certified as a Certified Nurse Assistant and spend time working at a medical facility like a Nursing home or hospital.
Otherwise shadowing a physician whether at office or in hospital will benefit you if you are wanting to see if healthcare is a field you would like to be in.
Medical Scribe is at the bottom...no real interaction with patient, just learning words you can learn outside medical setting...cushy job ....no real hard work...
Medical transport also good job as you get to talk to patient, hear their story, provide comfort to patient....
Patient care tech like CNA is the best
