If my high school mid range 50% is between a 3.61-4.19 and I have a 4.09- I am ok?

Based on what you said, you're near the top of the 2nd quartile, and your rank falls between 22-30. I don't understand what you mean by "ok," but what I can say is that the smaller your graduating class, the harder it is to get into the top certain % of class.
If you're looking at common data sets of colleges that say that the accepted students were in the top 10% of their class and worried that you're not good enough, just relax. There's a very good chance that a person with a numerical rank and GPA lower than yours was in top 10% just due to sheer class size. E.g. rank 50 among 500 seniors puts one in top 10%.
