Your unweighted GPA is going to be more important here, and while it's low for UMD, you still have room as a junior for improvement.
The main thing I'd recommend is branching out your extracurriculars, starting now. Focus on finding CS-related extracurriculars first 鈥� you'll want some extracurriculars relating to your major. Hackathons, clubs, or even a personal project can work, but you need to start early so you can reach the maximum level of achievement before you apply. A drawing blog would also be good, but you'll need to supplement that with clubs at school to get your extracurricular list filled out.
Those C's aren't going to hurt you necessarily, so long as you improve your grades junior and senior year. You will need to take the most rigorous courses available, though, and do well in them. As for you SAT, you should also start practicing now so you'll be better prepared when you start taking it.

You could go to Montgomery College, or a Maryland community college and transfer to UMD College Park(flagship school of my state). I am taking a PTECH program so I know this

Yes PGCC works, are you getting a degree. I am pretty sure that the transfer from PGCC is guaranteed if you are getting a degree, at least an Associates.
