What exactly would make an application stand out from the others. For example, I do have good grades and strong ACT/SAT, but to what extent do extracurriculars go?

Extracurriculars can be very significant. A unique extracurricular can be THE difference in being accepted and rejected.
Extracurriculars matter only if they are sustained. Any extracurriculars you use in your application should demonstrate your resilience. With that said, keep in mind that COVID has played a major factor in extracurriculars, and admissions officers keep that in mind.

Also, don't take me wrong. GPA and test scores are also very important. I would say they are a premise and then you should have good ECs. If reversed it would be putting the cart in front of the horse. So, you should definitely keep a good GPA, and 95th percentile of SAT/ACT if possible.
