I can't know about someone that studies in one of these Universities (Case Western Reserve University & Rose-Hulman Institute of Technology).
If both have a good scholarship for international students, and which is better in diversity and embrace International Students?
I don't found anything about them in the community :').
Case Western has significantly more international students compared to Rose-Hulman. Case Western is also more diverse than Rose-Hulman although RHIT has improved on their diversity in recent years. Below are some links that I think will be helpful for you.

I don't think either school provides particularly good financial aid for international students but Case Western gives better aid depending on what you're looking at.

Check out page 22 here:
Case Western gives out financial aid to fewer international students compared to Rose-Hulman (157 to 292) but they give out more aid overall ($30,735 to $8,621). Case Western also gives out need based aid for international students while Rose-Hulman does not.
